Using Basemap Loader from before v1.2? Install it once more from here. It used to sit in a folder whose name QGIS could not match to this repository, so it never received updates. Version 1.2 fixes that; afterwards remove the old Basemap Loader entry, which stays on disk and will not update. QGIS 3 or QGIS 4? Use the same repository URL for both. Every plugin here is built once and runs on QGIS 3.40+ (Qt5) and QGIS 4.x (Qt6); QGIS reads plugins.xml and only offers you the versions that match the QGIS you are running. Use the QGIS 3 / QGIS 4 switch at the top of the page to see what your version gets.
